Org. Setting and Reporting
This position is located in the Regional Office for Africa (ROAF), UN-Habitat, Nairobi Kenya. It encompasses sub-functional specialties such as project/program management, human resource administration, planning, programming/budgeting, and implementing, monitoring and evaluation of business functions. The Program Management Officer reports to the Senior Human Settlements Officer at UN-Habitat as the First Reporting Officer, with the Additional Reporting Officer being the Senior Programme Management Officer at UNEP. The Director, Regional Office for Africa, UN-Habitat is the Second Reporting Officer.
Within delegated authority, the incumbent will be responsible for the following duties:
Program Management and implementation:
• Leads the development, implementation and evaluation of programs and projects, including providing technical and coordination support to enhance quality and synergy in Kenya.
• Supports the day-to-day implementation of program and project activities, including issuing all institutional agreements and legal instruments with external partners and consultant contracts.
• Provides on an ongoing basis technical expertise, guidance and leadership to project implementation teams and relevant partners.
• Manages project management teams during project implementation and reports regularly to management and relevant steering arrangements.
• Organizes and participates in supervisory missions, including the preparation of programmatic documentation prior to and post missions.
• Supervises staff under his/her reporting line.
• Coordination & Partnership
• Coordinates the implementation of projects in the six coastal counties of Kenya and liaises with other development partners implementing relevant projects in Kenya.
• Coordinates with national, regional and county governments on the implementation of the projects.
• Liaises with other UN agencies, in particular UNEP, as well as other implementing partners.
• Provides substantive input to consultative and other meetings and conferences.
• Represents UN-Habitat and UNEP in government, donor and stakeholder consultations relevant to the implementation of the projects.
• Reporting, knowledge management and communication:
• Produces comprehensive reports for management and oversight bodies.
• Prepares various written outputs and reports, based on data, research and analyses derived from the relevant projects, including publications and reports, background papers, communication pieces, studies, briefing documents, talking points, etc.
• Coordinates and supports knowledge generation, documentation and dissemination of best practices.
• Manages the implementation of the communication, gender and stakeholder engagement plans.
• Resource Mobilization:
• Liaises with donors and other development partners to upscale activities.
• Briefs development partners, the private sector, philanthropists etc. for resource mobilization.
• Performs other duties as required.
• Work implies frequent interaction with the following:
• Establish and maintain relationships with counterparts, senior officers, technical staff and consultants in relevant programmes and projects.
• Human resources, administrative and accounting staff.
• Counterparts in other UN agencies, particularly UNEP.
• Staff in the Management, Advisory and Compliance Services (MACS) of UN-Habitat.
• Representatives and officials in national and local governments.
• Knowledge of administrative, budgetary, financial and human resources policies and procedures. Ability to apply various United Nations administrative rules and regulations in work situations. • Advanced university degree (Master’s degree or equivalent) in urban planning, regional planning, architecture, environment, environmental management, geography, project management or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
• A minimum of seven (7) years of progressively responsible experience in project or programme management, urban development, blue economy, climate change, public policy, innovation or related area is required
• Experience managing complex programmes in a developing country is desirable.
• Work experience in human settlements planning and management, as well as environmental and marine management is desirable.
• Experience in developing and maintaining strategic partnerships with a broad cross-section of actors from within the United Nations system or comparable organization, the donor community, as well as Member States and civil society is desirable.
• English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
• .NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.

• This is a project post. This position is open for recruitment for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
