In support of the Government’s Youth Initiative to develop a pool of young talent for the Kenyan Labour Market, KRA is seeking applications from continuing Bachelor’s Degree students for its three (3) months (January to March 2022) Industrial Attachment programme.

The programme aims at providing the Youth an opportunity to acquire practical aspects of their respective areas of specialization in partial fulfillment of their degree programme. The opportunities are open within the various Support Services departments of the Authority in the following disciplines: Finance/Accounting, Economics/Statistics, Supply Chain Management, Human Resource, Marketing/Communication, ICT/Telecommunications, Hospitality, Records Management, Library & Information Systems, Security/Criminology, Business Administration/Management and Project Management, Counselling Psychology, Disaster Management.

Requirements

  • Be a Kenyan Citizen aged between 20 and 35 years
  • Should be a continuing student pursuing a first Degree (Undergraduate) from a recognized University and in their third or fourth year of study
  • Should have a valid introduction letter from the university
  • Must be available full time for the three months’ duration of the program

Job Purpose

Provide leadership, coordination and guidance to the Council on matters relating to Health.

Responsibilities

Reporting to the Chief Executive Officer, the Director Health will perform the following duties and responsibilities:

  • Coordinate the development, implementation and review of policies, regulations, strategies, standards, guidelines and legal instruments of the Directorate;

  • Spearhead the preparation and implementation of Health directorate workplan, budget and performance contracts;
  • Facilitate the development a framework for harmonization and cascading of national and International Health interventions at the County level;
  • Oversee the development of an engagement framework for development partners support to County Governments on health management issues;
  • Coordinate the preparation of technical briefs, advisories and position papers on thematic health matters for the Health Committee of Governors;

  • Coordinate the design and preparation of programs /project proposals within the Directorate;
  • Representing the Council in health matters in consultation with the CEO in activities that are relevant in enhancing the vision of the Council;
  • Oversee implementation of TORs of consultants within the health directorate;
  • Provide response to need for researched papers for national and international fora on County health service delivery;
  • Monitor and evaluate health programs and health data analytics;
  • Ensure development and implementation of the AWP and the budget of the directorate;
  • Liaise with the Ministry of Health and the National Treasury to ensure timely release of conditional grants in the health sector to County Governments;
  • Approve expenditure of the directorate funds;
  • Mobilize resources for the Health Directorate.

Minimum Qualifications and Experience

Academic Qualifications

  • Have a Master’s degree in any of the following fields; Public Health, Health Economics, Health Systems, Finance, Accounting, Economics, Public Administration, Human Resource Management or any other related field from a recognized institution;
  • Have a Bachelor’s degree in any of the following fields; Medicine and Surgery, Nursing, Clinical Medicine, Public Health, Dentistry, Pharmacy or any other related field from a recognized institution;

Experience

  • Minimum of twelve (12) years’ experience, eight (8) of which should be in a management position.

Functional Skills

  • Thorough understanding of international and national goals, policies, objectives, and ability to relate them to Council’s mandate.

The African Field Epidemiology Network (AFENET) is a non-profit organization established in 2005 with a mission to improve human health through the strengthening and expansion of applied epidemiology and laboratory capacity in partnership with Ministries of Health, Non-Governmental Organizations, international agencies, private sector and other public health agencies. AFENET has its headquarters in Kampala, Uganda with operations in more than 30 African Countries.

The African Union (AU), established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.

At the 24th Ordinary Session of the AU Assembly held in Addis Ababa, Ethiopia in January 2015, the Assembly endorsed (Assembly Decision /AU/Dec.554 (XXIV) the establishment of the Africa Centre for Diseases Control and Prevention (Africa CDC) which was officially launched in Addis Ababa, Ethiopia, on January 31, 2017. Africa CDC is Africa’s first continent-wide public health agency and envisions a safer, healthier, integrated and stronger Africa, where Member States are capable of effectively responding to outbreaks of infectious diseases and other public health threats including the ongoing COVID-19 pandemic. The agency aims at strengthen Africa’s public health institutions’ capabilities to detect and respond quickly and effectively to COVID-19 pandemic and other health burdens through an integrated network of continent-wide preparedness and response, surveillance, laboratory, research programs, logistics and medical countermeasures.

Towards meeting its’ mission and aim, the Africa CDC will work with African Union member States through the Africa CDC Regional Collaborating Centers (RCC) as per article 24 of the Africa CDC statute that was approved by Assembly Decision /AU/Dec.589 (XXVI), stating that: “On a regional level, Africa CDC works through a network of “Regional Collaborating Centres (RCCs)” which support the execution of the strategic work plan.

The five strategic priority areas include:

  • Public health surveillance and disease intelligence;
  • Public health emergency preparedness and response;
  • Public health laboratory systems and networks;
  • Public health information and technology systems; and
  • Public health research and public health institutes.

For effective implementation of its strategic plan, Africa CDC underlines the need for collaboration, innovation and partnership. It is through this spirit of partnership that the institution has formed a strong partnership with Ford Foundation to recruit and deploy who will contribute to continent’s efforts in combating the COVID-19 pandemic and other public health threats.

To better prepare and effectively respond to emerging public health events, African countries needs to be capacitated on hazard identification, hazard mapping, vulnerability and its implied risk.   • Support implementation of various laboratory methods for disease surveillance

  • VALID Kenya Revenue Authority (KRA) Clearance Certificate
  • VALID Higher Education Loans Board (HELB) Clearance Certificate
  • Ethics and Anti-Corruption Commission (EACC) Self-Declaration Form
  • Credit Reference Bureau(CRB)
